يشـــترط أن يكون المســـتثمر حاصل على اتفاقية تطوير صادرة عـــن وزارة الاقتصـــاد والصناعة والاســـتثمار،
تنظيـــم العلاقة بيـــن المطور والـــوزارة، وكذا العلاقـــة بين المطور والمستثمر.
خطة التطوير ومراحل تنفيذها.
كافة الحقوق والالتزامات الخاصة بكل طرف من أطراف الاتفاقية
تحديـــد نوعيـــة المشـــاريع والأنشـــطة المســـتهدف إقامتهـــا، تطويرهـــا، وتوطينهـــا فـــي المنطقـــة أو المجمـــع المســـتهدف.
