Request to Issue of Production Input Exemption Certificate
The purpose of this service is to issue a production input exemption certificate for the first time for the project so that it is exempt from customs duties and any exemptions or facilities granted to investment projects registered with the Authority. The service includes three main processes: processing the application, verifying compliance, and providing and implementing the service

Who can apply for the service?
Any entity that wishes to obtain the privileges and incentives provided by the General Authority for Investment, provided that it is among the projects included in the Investment Law.
Steps and Procedures
The investor fills out the application form for obtaining an exemption from production inputs and submits it to the Investor Service Department after attaching all the documents mentioned above.
The Investor Service Department receives the file and verifies that all data included in the production inputs application form is complete, as well as that all required documents are met and the transaction is referred to the Projects Sector.
The Projects Sector studies the application and conducts field visits.

Notifying the investor through the Investor Service Department to pay the fees for studying the request to obtain production inputs according to the specified in the table below.
Once the Projects Sector receives the approval of the Customs Office, it notifies the investor through the Investor Service Department to pay the production input exemption fees.
The Projects Sector is completing the procedures for issuing a certificate of exemption from production input lists.
Refer it to the President’s Office for signature, stamping and delivery to the Authority’s Customs Office on the same day the lists were issued through the Investor Service Department.
A customs exemption decision is issued by the customs office of the Authority.

Required Documents
- Certificate of commencement of activity
- A copy of the warehouse disbursement authorizations and daily production reports bearing the project stamp.
- A picture of the last year’s salary tax showing the name of the project owner and the name of the project
- Copy of renewed commercial register
Necessary conditions and specifications
- The project must be registered with the General Investment Authority.
- The investor obtains a project registration certificate, a business start-up certificate, or a benefit certificate from the Authority.
- The scope of the project must not be in one of the areas restricted in the Investment Law, Article 4 (weapons - oil sector - practicing import and export activities).
- The project activity must not be in the field of forbidden wines and spirits.
- Providing a legal form for the investor, whether he is a person or a legal entity.
- The project location must not be in areas designated for housing or agriculture.
- Private land must be registered in the real estate registry.

- The percentage of Yemeni workers is not less than 90% and the number of workers is not less than ten.
